Release times do vary based on the workload of the Covina jail's staff as well as the type of facility. The city of Covina lies approximately 22 miles from downtown Los Angeles and is home to an estimated 46,837 residents as of 2000. Covina is often mistaken for West Covina, a city much larger in area and population, located to the south. Covina has a sister city of Jalapa, Mexico, and a replica of the Olmec head, located out front of the city police station, was donated in 1989 by the Mexican state of Veracruz. The city is said to be named by one of three people; founder Joseph Swift Phillips, his wife, Cornelia Phillips, or his surveyor Frederick Eaton. It is said that one of them must have noticed the many vineyards nestled in the valley and devised the name 'Covina' from 'cove of vineyards.' Although the city was founded by Phillips in 1882, it wasn't officially incorporated until 1901, and it would soon be dominated by orange and grapefruit trees in stead of vineyards. These trees that blanketed the landscape would be the markers that made the city famous. By 1909, the city was the third largest orange producer in the world and claimed to have 'the best oranges in the world' until the 1950s. These famous orange fields would be replaced after World War II by single family and multiple family homes. The city's first municipal building, the 1911 Firehouse Jail Museum, is still standing, located immediately behind City Hall in Old Town. The building also houses a massive archive illustrating the city's history. When the city was originally incorporated, it was given the slogan, 'One Mile Square and All There' in 1922, due to its one square mile area, making it the smallest city in the county. Covina is also home to many notable residents including Tom Brunansky of the California Angels; Covina was also the birthplace of famous female rocker, Joan Jett of Joan Jett and the Blackhearts.
